HESCO Net Metering: How to Apply in Hyderabad and Interior Sindh

HESCO serves Hyderabad, Nawabshah, Mirpurkhas, Badin, Thatta, and much of interior Sindh. This region receives 5.2-5.8 peak sun hours daily, among the highest in Pakistan. Eligibility
• Connection type: Residential, commercial, industrial, and agricultural consumers with an active HESCO connection.
• System capacity: Minimum 1 kW. Maximum up to sanctioned load.
• Meter: Bidirectional net meter supplied and installed by HESCO at the applicant’s cost.
• Inverter: Grid-tied with anti-islanding protection. IEC 62109 certification required.
• Installer: PEC-registered solar contractor with a valid licence.
Step-by-Step Application Process
1. Submit Your Application
HESCO accepts net metering applications at its divisional and sub-divisional offices. The head office is at Hussainabad, Hyderabad. For Nawabshah, Mirpurkhas, and other districts, submit at the respective divisional offices. In-person submission is the standard method.
2. Required Documents

3. Application Fee
HESCO charges a processing fee of approximately PKR 15,000-20,000 for residential systems up to 10 kW. The bidirectional meter cost is separate, typically PKR 8,000-15,000. Agricultural consumers should confirm fee schedules at their divisional office.
4. Technical Review and Site Inspection
HESCO reviews documents and schedules a site inspection. The team verifies system capacity, inverter configuration, wiring, earthing, and protection devices. Inspection scheduling in Hyderabad city takes 25-40 days. Rural districts like Badin and Thatta may take 40-60 days.
5. Agreement and Meter Installation
After passing inspection, HESCO executes the net metering agreement and installs the bidirectional meter. Timeline: 50-90 days. Processing is slower than Punjab DISCOs. Consistent follow-up is required.
Net Metering vs Net Billing Under NEPRA 2026 Rules
Under NEPRA’s 2026 prosumer regulations, new HESCO connections operate under net billing. Surplus exports earn approximately Rs. 11 per unit. Grid imports are charged at HESCO’s residential tariff of Rs. 48-58 per unit depending on slab.
Interior Sindh’s high irradiance means systems generate significantly more per kilowatt than most other regions. Contact your HESCO sub-division office with your application reference number. The HESCO head office at Hussainabad handles escalations for Hyderabad division. For other districts, contact the divisional office. In-person follow-up is the most effective approach.
Common Issues and How to Avoid Them
• Extreme heat and dust: Interior Sindh temperatures regularly exceed 45 degrees in summer. Panels must be properly ventilated with adequate mounting clearance. HESCO inspectors may flag systems with insufficient roof gap. Design for airflow from the start.
• Rural transformer limitations: Agricultural areas often have small distribution transformers (25-50 kVA). Verify transformer capacity with your local HESCO lineman before investing in a system above 5 kW.
• Processing delays: HESCO has slower processing times than Punjab DISCOs. Plan for longer timelines and submit applications well in advance of your target commissioning date.
• Saline soil and earthing: Parts of interior Sindh have saline soil conditions. While this can actually improve earthing conductivity, it increases corrosion risk on earthing electrodes. Use copper earthing rods and anti-corrosion treatment.
• Flood-prone areas: Some HESCO districts are flood-prone. Ensure your system design accounts for raised mounting in areas with flood history. This is not a net metering issue directly but affects the site inspection approval.
